The impact crusher is not designed to process the coal gangue, while its specialty is to produces stones for highway and railway construction. If we use the cone crusher, it can be complete waste, while the cone crusher is not for processing the gangue but for mining crushing.  So the cone crusher is quite wasteful and expensive for gangue processing. Another way to process the gangue is the hammer crusher, which has grates. Its price is quite close to the jaw crusher's. Hammer crusher is more suitable for fine crushing with much more wear to the quick-wear parts.
